Done well, no. The staircase usually stacks over the existing one, costing landing space rather than a room. This is the single most important design decision in a loft conversion.

How disruptive is a loft conversion?

Less than an extension. Most work happens through the roof from scaffolding, with the household barely affected until the staircase goes in near the end.
